I recommend to check out links on he’s article if you are new with standards and a concept how to build good web design. As for tool to start with I do not recommend notepad that is just stupid. If you have office 2003 it comes with nice tool FrontPage 2003. Absolutely don’t use older versions of FrontPage. The best tool for writing HTML pages is Macromedia Dreamweaver but that is a bit expensive for relatively simple work. Come to think of it, if you have more than 10 pages to build perhaps its better go to content management system and let back office to do your job. Check out Open Source CMS for information.
